EU Enlargement and the Protection of National Minorities: Opportunities, Myths, and Prospects

Through the process of enlargement, the EU has recognized the importance of respecting minorities, but as yet, no legal instruments support this aspiration. This article argues that prohibitions on discrimination are only a first step, and that a more elaborate framework will be required to ensure that the minority problems in Europe's Eastern half don't return to haunt the enlarged Union of the future.
