In September 2020, Open Society European Policy Institute submitted a response to the public consultation launched by the European Commission to gather feedback and ideas for a new framework governing the responsibilities of digital services and platforms to address the risks faced by their users and protect their rights. The consultation fed into the Digital Services Act and Digital Markets Act package published by the European Commission in December 2020. The framework is set to become a regulatory overhaul of how the European Union regulates the digital world.
This submission was developed in collaboration with different parts of the Open Society Foundations. It provides recommendations for European Union action in the areas of competition in digital markets, content governance, and the protection of fundamental rights—in particular, to safeguard freedom of expression; counter disinformation, harmful content, and hate speech; and guarantee an efficient oversight and enforcement architecture.
